Incorrect process notification for purchase order lines with negative quantity

In specific cases, purchase orders may be created with negative quantities. Previously, a process notification was always displayed with the text "Order quantity is insufficient", even if there was no link on the purchase order line. This message is no longer displayed for purchase order lines without a link.
