Administrators can now activate/deactivate process notifications in User LDM

The ‘Process notifications’ form has been made available to administrators in the ‘Users LDM’ module. It is now possible here to make process notifications active and inactive as an administrator. Entering a condition to a process notification is only possible for ‘mkg_...’ users due to complexity.
