Cluster Persisted after Deleting Final Planning Operation

When deleting the final planning operation on the 'Cluster Operations' tab, the cluster continued to exist with no planning operation, but only time. We have resolved this. From now on, deleting the final planning operation of a cluster will delete the entire cluster.
