Accrual was incorrectly marked as historical after removing unprocessed period

An accrual was marked as historical after removing an unprocessed period. This occurred when, after manually deleting accruals, no unprocessed periods remained, preventing the manual addition of a period line. From now on, an accrual will only be marked as historical if all periods have been processed and the sum of all periods matches the amount of the accrual.
