New URL parameter 'ExecuteReports' for executing report in API action

When performing various actions via the API, the associated report can be added in base64. This is no longer done by default but can be controlled via the new URL parameter 'ExecuteReports'. If this is set to 1, any reports resulting from executing a service will be run. The default value is false, so no reports are executed by default.
