No more empty lines on reports when Memo with Formatting is not filled

If you have not filled in a memo with formatting for a sales order or sales quote line, but 'Use Memo with Formatting at External Memo Sales' is checked in the administration settings, a report containing an external memo will no longer show an empty line.
