The control on the 'Report Financially Ready' action has been expanded in the status-and-action model

In the status-and-action model for production orders, we have expanded the control on the Report Financially Ready action. It is now only possible to transition from the source status 'Financially Ready' to the 'Financially Ready' target status through the Change action. For all other source statuses, it is only possible to move to the 'Financially Ready' status through the Report Financially Ready action.
